The Multi-site VPN requires a “Gateway Subnet”. Select Networks, VNET, Configure and click “add subnet” to add your gateway subnet to the VNET configuration. A whole subnet is required, in this case I’ve chosen 172.17.10.0/24 and have included it within my VNET as follows:

If you are talking policy-based, you'll need to configure access lists that would allow one site to talk to another, but they would all have to filter through the hub, unless you setup s2s between each site. Traffic going to 10.176.90.0/24 in the ACL-MM access-list will also match on 10.176.0.0/16 in ACL-MHQ access-list.
